Help CSGO cant create D3D device

Hi Im new here. When ever i try to load up CSGO , it pops up with 'Failed to create D3D device.' ive tried everything possible. PLease help me.

Try -dxlevel 81 in launcher options

I've just tried that , but sadly I keep getting the same error.
