Question Is there a way to play on non steam servers using CSGO Steam version?

Hi all,
I think couple of weeks ago im not sure but i saw a thread or post stating how to use csgo steam version and make it so that it will allow you to join non steam servers. I also have some friends on a awp only non steam server playing with the csgo steam version. I cant ask them as i dont have any source of contact. Any lead on this or help will be hugely appreciated.

if the server is supporting nosteam , then steam and nosteam players can play with each other with no problem
if the server is steam only , then nosteam players cant join
 
i have tried to join the server using the csgo steam version but once i try to connect it goes straight back to loading screen even though it supports steam and nosteam players. here is the ip of the server im trying to connnect to. 46.174.49.121:27015
 
The server u just mentioned is working fine
i just joined from my steam
